SDP BILL-PAY SERVICES

Simple, secure payments — built for California's Self-Determination Program.

Participants enrolled in California's Self-Determination Program (SDP) are required to work with a Financial Management Service (FMS) to pay vendors in their program. FMS Pay makes that process transparent and efficient.

Through our SDP Bill-Pay Services (Service Code 315), we handle invoice processing from approved service providers in your certified spending plan — so you can focus on the support and services that matter most.

How It Works

Vendors submit invoices through our secure SDP Spark portal for your approval. Once approved, payments are issued by ACH direct deposit, and vendors receive an EFT Remittance Advice by email. Every invoice is verified against your spending plan and DDS requirements before a dollar moves.

In line with DDS and Medicaid requirements, FMS Pay:

  • Guides vendors through onboarding, qualification, HCBS compliance, and background check submission to DDS

  • Processes invoices that align with your spending plan and DDS requirements

  • Publishes clear monthly statements showing every dollar spent

  • Reviews vendor files annually to confirm ongoing SDP eligibility

  • Handles IRS and tax compliance, including issuing 1099s to vendors

Purchases Made Easy

Spending plans often include products and services from major retailers like Amazon, along with recurring expenses like gym memberships or internet service. FMS Pay can make purchases by Visa card on your behalf and bill them back to your spending plan. Virtual credit cards are also available for approved ongoing expenses such as gym memberships and monthly phone or internet plans.

All purchases must be supported by your spending plan, and FMS Pay maintains receipts for audit purposes — so your records are always ready.
